Alarmed by the growing rift between labor and management during the maturation of the Industrial Revolution in nineteenth-century Europe, Leo XIII breaks out of the "state of siege" (Bokenkotter 1990) in 1891 and decries the plight of workers in his encyclical Rerum Novarum (Camp 1969; Schuck 1991).
