On 22 February 1942, having been recalled from the USA where he was head of the RAF Delegation, Air Chief Marshal Arthur T Harris arrived at High Wycombe, Buckinghamshire, to take over as Commander-in-Chief of RAF Bomber Command from AV-MJEA Baldwin, who since 8 January had been standing in for Sir Richard Peirse, who had been posted to India.
